Why we question sunscreen ingredients while underestimating the risks of UV exposure
Every summer, the same debate returns.
Questions about sunscreen ingredients dominate social media feeds. Concerns about systemic absorption, endocrine disruption and long-term safety often generate more attention than the reason sunscreen exists in the first place.
Recently, however, a series of conversations made me pause.
My hairdresser told me she regularly uses tanning beds to prepare for summer.
Several friends returned from summer holidays with visible sunburns despite carrying sunscreen and knowing the risks.
Then I learned that a colleague had lost his brother to melanoma last year. He was born in 1977.
What struck me most was not that these stories happened.
It was that every person involved knew better.
At a recent dermatology congress, I was reminded why this matters. Despite unprecedented access to information about sun protection, adherence remains surprisingly low. Melanoma incidence continues to rise, while preventable UV damage remains common.
Which raises an important question:
How did we become more concerned about the potential risks of sunscreen than the proven risks of UV exposure?
The Risk We Already Know
Sunburn is often treated as an inconvenience.
Scientifically, it is a sign of biological damage.
Ultraviolet (UV) radiation can induce DNA damage, accelerate skin ageing, impair immune responses, contribute to pigmentation disorders, and increase the risk of skin cancer.
The evidence is so strong that the International Agency for Research on Cancer (IARC) classifies both solar UV radiation and UV-emitting tanning devices as Group 1 carcinogens-the highest category of cancer-causing agents.
This is not emerging science.
This is established science.
The Awareness-Behavior Gap
One of the most interesting observations from recent dermatology research is that awareness alone is not enough.
I want to highlight a concerning paradox that was presented among dermatologists:
- Melanoma is among the most common cancers in young adults in Europe.
- Melanoma incidence has doubled over the past two decades in several European countries.
- 1 in 2 adults aged 16-34 is exposed during peak UV hours.
- 3 in 4 people do not reapply sunscreen every two hours.
The challenge is no longer simply educating people about sun protection.
The challenge is translating knowledge into behavior.
We know more than ever.
Yet many of us still burn.
So, Are Sunscreens Safe?
This question deserves a scientific answer.
In the European Union, sunscreen ingredients are regulated under Regulation (EC) No. 1223/2009, one of the most comprehensive cosmetic regulatory frameworks worldwide.
Before a UV filter can be approved, it undergoes rigorous evaluation by the Scientific Committee on Consumer Safety (SCCS), an independent panel of scientific experts.
The assessment includes:
- Toxicological profile
- Systemic exposure
- Margin of safety calculations
- Long-term safety data
- Intended conditions of use
Importantly, approval is not permanent.
UV filters are continuously re-evaluated as new evidence emerges. Restrictions can be introduced, concentration limits can change, and ingredients can be removed if safety concerns are identified.
Science does not assume safety.
Science continuously verifies it.
Detection Does Not Equal Harm
One of the most commonly cited concerns comes from studies showing that certain sunscreen ingredients can be detected in the bloodstream after repeated application.
This observation is important.
But it is often misunderstood.
Modern analytical methods are capable of detecting substances at extremely low concentrations.
Detection confirms exposure.
It does not automatically demonstrate toxicity or health risk.
This distinction forms the foundation of modern toxicology and regulatory risk assessment.
The critical question is not whether a substance can be measured.
The critical question is whether it causes harm at real-life exposure levels.
Current evidence supports the safety of approved UV filters when used as intended within established regulatory limits.
Fear or Facts?
Science should continue asking questions.
Researchers should continue investigating.
Regulators should continue reassessing evidence.
That is exactly how a robust scientific system should work.
But when discussing sunscreen safety, it is important to recognize where the strongest body of evidence already exists.
Not around hypothetical risks.
Around UV damage.
Every summer, we see the consequences with our own eyes.
Sunburned skin.
Premature photoageing.
Pigmentation changes.
And sometimes, far more serious outcomes.
Perhaps the greatest irony of today’s sunscreen debate is that we often reserve our greatest concern for products that undergo continuous scientific scrutiny and regulatory reassessment.
Meanwhile, the harmful effects of UV radiation are visible all around us.
The evidence is not emerging.
The evidence is already written on the skin of millions of people.
